Penney Building Planned To Withstand Water Power Threat
Waterloo reports plan for a J C Penney building on the old mill site beside the river dam. The waterproof basement and five foot head of water require a strong retaining wall, bedrock foundations, and layered asphalt waterproofing. Construction bids under review by Waterloo & Cedar Falls Union Mill Co. The design foresees five stories, future elevator on river side, and boiler rooms with security for merchandise.
