Alfredo Brecéda personal representative of Gen. Carranza arrived in Washington from Saltillo with messages likely to influence informal talks for pacifying Mexico. He met with Luis Cabrera and Rafael Zubarán and an additional Carrancista rep, F. Villavicencio, but offered no statement beyond an imminent definition of aims. Mediators and Huerta delegates remained inactive awaiting clear word from the constitutionalist agency on when and where talks might occur, with no U.S. city favored.
