Hoover Says Emergency Coal Plan Begins Within 40 Hours
Washington July 25 The government will launch its emergency coal control program within 48 hours as Hoover announced. It targets all coal producers and may order prioritization of coal car shipments through the Interstate Commerce Commission. Hoover said arbitration failed to end the strike and the focus now is fair distribution to prevent price hikes while warning against anyone attempting to rob the public. The central committee to supervise the plan was to be discussed with President Harding, with possible legislative needs only for extended funding.

It also reports that Britain is expected to pay in full, possibly transforming overdue notes into long term bonds, with the immediate cash impact likely small.
