Mrs Rose Stout of Waterloo attempted to remove her two daughters Lorena and Leona Brooks aged 12 and 10 from the Davenport orphanage where they had lived since 1918. A judge earlier ordered placement in the orphanage and later returned them to the home. Stout was taken to a police station after forcing the children into a taxi on a bridge. authorities advised using legal channels to regain custody.
