Opposing Views Rise on Des Moines Housing Bill

Des Moines reports active opposition to a proposed housing bill as Davenport officials urge changes. The delegation wants construction supervision kept with city inspectors, not under health department jurisdiction, labeling the bill impracticable. The measure, drawn by a governor appointed commission, faced prior city discussions and seeks broader state control. Also noted are arbitration proposals for civil suits under $500 and tax provisions affecting property owners and mortgage holders. State budget expectations suggest limited building at institutions due to supply costs, with biennial appropriations around 13 million.
