Water plant sale to city doubles Waterloo tax burden
The Waterloo city council passed an ordinance transferring ownership of the water plant from Waterloo Water Co to the city and issued bonds totaling 525000 to finance improvements. The move will raise the water tax from 2 to 4 mills, with half the funds directed to interest on the bonds and the other half to a sinking fund. Trustees plan a metered system and major upgrades including artesian wells and feeder mains, projected to cost around 170000, with significant deficits in supply, pumping, mains, valves, and hydrants.
