Education Bill 15 Reflects Slow Iowa Revision Process
Des Moines January 26 text notes revising the code is slow. Senate action on code commissioner J H Trew’s bill No 111 shows a two and a half hour floor discussion. The bill tightens compulsory schooling with harsher penalties and requires private schools to conform. Amendments were offered, including keeping the current 24 week term and shifting start dates. Senate amendments reinstated wording and stripped added qualifications. Additional measures added teacher certification and debated deaf and blind education funding. Ultimately 23 sections left law largely intact with few changes.
