Doweny Testifies Loan to Secy Fall Aims at Ranch in New Mexico
E. L. Downey, California oil operator, testified before the Teapot Dome Committee that he loaned Albert B. Fall $100,000 on November 4, 1921, personally, to help Fall buy a ranch in New Mexico. He stated the loan was not connected to oil company interests and neither he nor his company knew of any contract related to later leases. Downey described a 30-year friendship and said the loan was for Fall’s ranch needs, not oil transactions. A second report indicated Fall might reveal the loan’s origin in future testimony, as the inquiry intensified with Fall, Doheny, and Sinclair officials arriving in Washington.
