Budget System Boosts Economy Says McKelvie in Iowa Address
Samuel R. McKelvie former Nebraska governor told a joint Iowa legislature that a budget system has let the state end a biennium with treasury balance and enabled refunds from unexpended appropriations. He cited 10 percent emergency reserves and urged broader state consolidation and budgeting reforms adopted by many states. Committee leaders named in both chambers move to act on these measures.
