Des Moines February session tests Kimball’s primary bill amid sharp edits and debate. Senators push changes to offload state officers from the ballot while maintaining a path for delegates, with critics calling the plan a farce. The Frailey resolution about wartime treatment of Iowa troops also faces House amendments.
Des Moines reports that about 16 000 dollars was deducted from enlisted men of the Third Iowa infantry at muster out at Fort Des Moines. Col J R Dennett says many feel bitter over clothing charges repaid later, and some will join the guard. He expects refunds and notes funds are needed now for essentials.
Des Moines reports indicate twenty women were authorized to carry revolvers by Chief Jackson under the direction of Safety Superintendent Woolgar. Citizens cite nightly threats from men at windows and on streets, with at least three alleged assailants causing fear. Des Moines on February 22 Caspar Schenk received a 26000 attorney fee for successfully representing fourteen minority stockholders of Des Moines Life Insurance in court actions against the Rawson estate and the National Life Insurance company now absorbed by the United States of America. The fee is described as the largest single tax ever collected in Des Moines. Schenk won in Polk county district court and the town supreme court, and the supreme court supported his contention that National Life officials who bought stock at 200 per share were obliged to inform sellers of its true value, about four times that figure. The company eventually settled with the fourteen clients represented by Schenk.
Davenport reports a large appropriation will boost Rock Island arsenal with new buildings for equipment and capacity. Col George Burr says 6,090 workers will be employed on the island, rising from 2,190 to meet expanded needs. Skilled ads continue in local papers.
Clinton Iowa police hunt a male suspect believed to live in the city after a Monday night attempt to steal coal from Mrs Ganderup, a blind woman at 20 Fayette Street.
