Walls for river banks discussed plan debated

A special meeting of the river front commission advanced plans for low walls with terraced banks up to street grade. The east bank proposal hinges on approval by Illinois Central Railway for a land sale and trackage lease to J C officials, while the west wall financing now looks feasible with a 14000 dollar surplus and 7000 dollar expected income. The tail of the west mill race reclamation and Fifth street channel narrowing require further study to determine feasibility.
