The Senate added an amendment by Senators Borah and Reed approving treaties on rights of belligerents at sea. President’s displeasure over Congress’ reluctance is noted but not seen as veto signal. The plan envisions five cruisers start before next June 30, with 15 in all costing $274 million. The second year covers 10 more ships, and a total 90,000 tons of new American cruiser capacity. Norris amendments to limit the program or seek Britain conference were defeated.
