Crime and punishment report from Waterloo district court
During the year ending July 1 1914 the court dismissed 16 of 25 criminal cases, one man Robert Tracey pled guilty and received ten years six months, four committed to reformatories, two jailed, others fined, many bootlegging. Costs totaled 10877.26 with jail, fees, jurors and attorney expenses main items. Probation shows support for reforming youths without prison terms and parole of juveniles to citizens of Waterloo and beyond.
