Roads To City Improved Since 1860

In 1860 roads to Water-Uo were sandy and poorly kept. By 1910 they improved slowly as road science developed. In 1911 roadmakers began to awaken and progress followed. Today most streets show fair repair and plans exist to treat others next spring. Hazlett and Winchell moved much of the improvement with grading replacing sand and a cider top dressing. After rains street commissioners deploy king drags to sustain upkeep. Total cost ran about 1800 dollars plus labor from Judge Caldwell's police court graduates.
