Workhouses Proposed to Curb Inebriates and Vagrants
Clinton officials back a plan to create at least three state workhouses for chronic inebriates and vagrants with one facility in each major region. The bill would extend police magistrates and justices of the peace authority to impose a year in the workhouse, with inmates employed in farming to self sustain the institutions. The plan aims to reduce city and county jails’ burden by relocating persistent offenders to state facilities across eastern central and southern districts.
