The Interstate Commerce Commission granted a 5 percent advance in freight rates for Eastern transport except certain commodities, with dissent from Harlin and Clements. The decision allows increases on cement, brick, tile, clay, plaster, and joint and interstate routes up to 6 percent, aiming to offset wartime business disruption. Officials estimate the boost could raise annual railroad income by about 39 million dollars amid war-driven demand and supply pressures.
