Washington December 8 Post master General Burleson states a five million two hundred thousand dollar surplus for the year. The report outlines improvements in parcels post city and rural deliveries and the postal savings system and urges Congress to create a government monopoly over utilities for public transmission of intelligence. It recommends allocating 306000 for telegraph and telephone utilities in Alaska Puerto Rico and Hawaii and calls for revised second class rates and applying the one cent drop letter rate.
