Classification of Alien Enemies Is Subject of Ruling

The Department of Justice defines enemy aliens as male natives or subjects of hostile governments aged 14 and up who are not naturalized in the United States. German-born children of naturalized Germans are not alien enemies if parents naturalize before the children mature. American-born children of German citizens abroad are not aliens unless naturalized in Germany after maturity. Native Germans in the U.S. remain aliens even with first papers or foreign naturalization. Naturalization of some enemy aliens cannot be completed during the war.
