Utility beauty in creek drive outlines circus site plan
Perry G Canfield outlines a program to protect Black Hawk Creek from floods with a wall and fill from the Black Hawk bridge to the Rock Island bridge. He proposes a scenic drive along the creek, clearing grounds near three railroads to create a central circus ground near the Waterloo Gasoline Engine property. Public-spirited citizens are urged to consider the plan as urban development and circus grounds near rail lines may soon be scarce.
