President must decide rate for loan to Belgium
Coolidge faces two core questions in Belgium loan talks: should interest be as low as 3 percent or lower, and will he risk congressional opposition by recommending such terms. Belgium’s capacity to pay is debated, but treated as a separate issue for experts. The debate mirrors Britain terms but with Belgium’s weaker capacity. Congress could challenge any offer, while the president and the debt commission seek an agreed settlement promptly. The Belgian dispute has shifted from war reparations to domestic politics, with prior ties to German reparations resolved.
