Trading ships forced to obtain Soviets licenses
Seattle trader L Seidenberg returned from Kamchatka detailing how four American vessels were seized by Soviet authorities. He said the Hudson Bay Company held a Kamchatka coastal trading monopoly and that northern Siberia trade required licenses from the Homg government at Petropavlovsk. He cited the Belinda Silver Wave and Blue Sea as previously licensed by the white government, causing confusion. The Iskum of Tacoma was seized at East Cape after a stormy escape without a license.
