Fashion illustration and a philosophical debate on justice
The piece describes a Parisian costume by Bal Kang with a black liberty satin draped skirt and violet white tulle corsage, plus a satin velvet turban. It then shifts to a critique of hypocrisy in justice, arguing that rights do not always lie with the absent party and that confidantes may bias rulings. The author muses on balancing sympathy and fairness, using examples of family bias and a preference to side with the party lacking a voice when appropriate.

Deny Keokuk dam harms navigation claims
Washington officials reject river interests’ protests that the Keokuk dam will imperil shipping in low water. War Department engineers say the Power Company may store water only at night for two hours with minimum daytime releases of 15,000 cfs, 10,000 cfs, and 5,000 cfs across periods, and must release stored water if daytime flow falls below 20,000 cfs.
