Washington and New York dispatches reveal tightened draft rules as exemptions are narrowed to narrowly defined cases. Crowder orders boards to curb immunity grants and reopen cases where dependents exist while mobilization details target moving 230000 troops from 4370 districts and arranging feeding and lodging en route to cantonments.
In Washington the re drafted war revenue bill over $2B opens in the Senate with a two week horizon. Senator Simmons defends raising revenue mainly from incomes and war profits while reducing tariff burdens. estimates show major firms would pay far more under the Senate version than under the House plan.

Chicago Aug 16 labor leaders protest to President Wilson against alleged government overreach and call for labor department oversight in strikes and investigations to curb strikebreaking and unrest.
An automobile carrying Mr. and Mrs. Cockling, traveling from Palestine to Dewitt, collided with Burlington No 18 at a street crossing near Fairfield. They failed to see the approaching train and ignored signals, resulting in Mr Cockling's death and serious injuries to his wife. The Ragman attempted to halt them before impact.

Washington Aug 10 Authority to direct the government's program of insuring armed forces was sought by bills in both houses. The plan would insure soldiers sailors and marines at minimal cost with premiums paid by the insured and government family allowances for dependents. It includes disability indemnities and re education rehabilitation at government expense. Officers and men would allot at least 15 a month to dependents with government supplements and possible deposits of unallotted half pay at 4 percent interest. Liberal indemnities for disability and insurance up to 20,000 with premiums installments are outlined. Government cost for the first year and two-year total are estimated around 176 million and 556 million respectively, a fraction of war costs. The advisory committee approved the features in Washington on July 2.
The marines of the expeditionary foray oppose a tentative order to swap their forest green dress for the regular army uniform. Army officers fear standardization, but marines argue the unique garb preserves unit spirit and rivalries. Their backing includes a raised fund of $69,000 for French war bonds.

London reports a Britton Labor Party vote to send delegates to the Stockholm peace conference by a large margin. A special committee prepared a memorandum endorsing Belgian reparations, national self-determination, a league of nations, and opposition to conquest. The document warns Germany threatens independent nations and democracy. Belgian and Italian Socialists refuse to attend the Stockholm conference.
