In Des Moines on April 15 the retrenchment and reform committee proposed a bill to remove the state board of health from politics and establish a scientific body. It would include university deans and professors, set travel allowances, and appoint a secretary as commissioner of public health with up to 3000 dollars yearly. Water analyses would be done at state labs, and new rules could be adopted by the board.
