Manchester Council Advised to Patch Franklin Street
Manchester Iowa council met Monday night to approve temporary patching of the severest blocks of Franklin Street from Butler Street to Clara Avenue. Funded by the city improvement fund, the plan follows expert costings by Engineer Schenk Waterloo who favored brick resurfacing but recommended patching as the practical stopgap. The council, after hearing all opinions, voted to proceed with patch work by a local contractor at an estimated $9,100 per square yard for resurfacing methods and a total project cost around $320,000 for full brick or asphaltic options.
