Legislature Kills Constitutional Convention Bill
Des Moines April 1939 United Press reports the thirty ninth Iowa General Assembly adjourned sine die leaving the plan for a constitutional convention defeated. The House refused to enroll the bill creating convention machinery after a partisan uproar and a two conference committee dispute. The session also approved educational appropriations totaling millions for State Teachers College Cedar Falls Ames University and other institutions with a nine mill annual tax levy for two years. The Bradley juror pay bill died in the Senate after passing the House.

In a late session, several key bills died. The Mantz bill would have let city councils strike five year franchise deals with utilities but faced objections over nullifying existing contracts. A $3 head tax bill died in committee, and a garnishment measure also stalled. A moving picture censorship bill passed the house but stalled in the senate. In Osage, Iowa, farmer E Cleaver hanged himself, body found by his daughter.
