Men in High Place Guilty in Prohibition Violations
New York April 6 A. P. Federal Prohibition Commissioner Hayes told the New York Annual Methodist Episcopal conference that prominent clubs men business and professional people are more guilty than bootleggers for defying the prohibition laws. He warned that elite wrongdoing erodes respect for all laws and jeopardizes government. He cited census figures showing a drop in alcoholism related deaths and a fall in arrests for sunkenness across 28 cities, including New York City, from 1916–1917 to 1919–1920.
