Waterloo faces Community Chest fate with one-year plan
A Waterloo meeting of 24 beneficiaries including the Salvation Army YMCA and Social Welfare league debated replacing the traditional united drive with a one-year Community Chest campaign run by American City bureau. Support mixed with concern over cost and trust in an outside agency, with a decision to trial the Chest method for 12 months before possible return to separate drives.
