Utilities Bill Turned Down In Senate Debate
The senate rejected the house utilities bill as a substitute and a conference committee with members from both chambers will be appointed to reconcile differences. Doubts exist on both sides about reaching a mutually acceptable measure. A motion to reconsider passed narrowly yesterday, signed by Representatives Griffin and Mannings. The legislature also advanced two prison reform bills, including $200,000 for a state penitentiary binding twine factory and $50,000 for machinery at Fort Madison to gradualize contract labor. The House approved the loan shack bill, likely to be considered by the Senate, and there were provisions on public instruction superintendent appointments and related officials.
