Hackett assailed Cowles’ record and defended the 2 cent rate bill while Cowles sought to defend his votes amid sharp counterclaims. Spectators saw clear Democratic advantage as Hackett outmatched Cowles, with Republican leaders conceding Cowles’ defeat.
