The State Laboratory of Hygiene treats nearly 200 bite victims annually, saving an estimated $20,000 a year though funded only with $4,000. Officials call for a state wide dog licensing and muzzling law, local production of the anti rabies virus, and stronger animal controls to prevent rabies in animals and humans.
