A Goose Creek township gentleman reports crops postponed by fear of war, but the Monroe Journal points out that volunteers exceed needs, and no war with Spain or any other nation would resemble the Civil War. The piece urges calm and stresses that preparation is unnecessary.

At Malaga Spain on the 16th a disturbance began with processions and patriotic cries. A mob gathered and attacked the United States consulate, stones flew, a ladder was used to pull down the shield bearing U S arms, and mob leaders were identified. Senor Capdepon ordered Malaga’s prefect to compel satisfaction to the American consul and arrest ringleaders.
The War Department announced that only the National Guard may volunteer at this time with the President reserving the right to appoint staff and field officers and governors naming regimental officers. The force call is practically set at eighty thousand men.
An American inventor dismisses Spain as unable to fight or shoot, claiming Spaniards would shoot each other and mistake Americans for the enemy. He says the U S should defeat Spain easily, noting Spaniards would falter if English gunners were present.
