Washington June 18 The Wilson draft proclamation outlines exemptions and boards for the war period. Within twenty four hours rules will be issued and the operation of conscription will begin. Local exemption boards in twenty states have been chosen and will be announced tomorrow. The lottery date is not fixed but likely the first week in July.
Samuel F. Aikman, aged 79, longtime Sugarland resident and respected citizen, died Sunday morning at his Plainville road home after a paralysis stroke last fall. He was married in 1878 to Martha Cunningham and leaves four children, a widow, a brother, a sister, seven grandchildren, and many relatives. Funeral services will be held Tuesday at 2 PM at the First Christian church with interment at Oak Grove. the coffin will not be displayed at the church.
The official promotion and inspection car of the Burlington Wet Good Roads Association will make its first trip this season to Sparta for a meeting with le Chid tonight. Rumors of Rietz in Germany surface as Amsterdam reports.
Washington June 1 The executive and legislative branches pushed to pass the Lever food control bill into law. President Wilson's leaders in Congress demand speed while Herbert Hoover urges action to implement a plan to curb rising prices for essentials. Lever contends Congress must choose who will control the food system between the president and the German Kaiser.
In Petrograd a Duma secret session adopts a resolution for immediate offensive in cooperation with allies, denouncing separate peace or inaction as treason. Copenhagen reports German moves toward an armistice or peace talks tied to Russia's elections, with German officials seeking a stable postwar government and negotiations seen as unlikely while Russia's leadership falters.
New York June 18 British subjects aged 18 to 45 in the United States are urged to join the British colors. Consuls and agents are compiling lists, Brig. Gen. W A White leads the drive, with a recruiting station opened in Boston and others planned nationwide.

Terre Haute churches signed ten thousand petitions in Vigo county to pass the food control bill. A Black man, Henry Conly, was killed by a mob of about 1000 near Holdenville Oklahoma after being identified by Mrs Jease L Durford wife of a prosperous farmer The victim was taken from Randolph vicinity where he had been pursued by a posse and others for days, aiding authorities in the search
New York June 13 The grand jury returned an indictment charging Alfred Cocochi with the murder of Ruth Cruger a high school girl who disappeared three months ago and whose body was found at Cocochi s repair shop in New York Washington June 18 The State Department cabled the Italian government requesting arrest of Cocochi and noting additional evidence and extradition papers would be sent The department expects approval though Cocochi may face a preliminary hearing in Italy
Washington note urges Russia to press on against German autocracy and cooperate with the Root commission. The message, sent before the American mission arrived in Petrograd, stresses joint action to prosecute the war and explains the commission’s mandate to confer with Russia.
Washington June 1 An American air navy of 30000 men will be the government program for the first year of the war. The United States will manufacture three classes of aeroplanes training planes bombing machines and observation aircraft. France and Great Britain will continue to supply speedy allied battle planes. American auto plants will partly build the engines for the planes and furniture rectories typewriter plants and other mills will make wings and other parts. The arrangements await congress passage of a 600000000 aviation appropriation.
New York jurors awarded Miss Honora O'Brien 225000 in a breach of promise case against eighty four year old millonaire John R Manning. The verdict split 200000 for damages and 25000 for supposed courting bribery as reflected by the witness testimony and court filings.
Washington June 18 government will fix the price of steel for ship building amid reports steel firms have boosted prices and plan large profits on government contracts for the Great Fleet ships.
Three American socialist delegates Goldberg D Davidovitch and Boyes Reinstein were announced by a Dutch-Scandinavian committee as credentialed for the International Socialist Peace Conference. J A Palmer of Hatfield and Palmer Company, a respected Washington resident, was struck by a car driven by Farmer Borders Jr. while alighting from a streetcar at Main and Meridian. Palmer suffered serious injuries, taken to Davies County Hospital, but was resting well. Borders pleaded guilty in police court to failing to stop as a streetcar unloading, and was fined $1 plus $11 costs.
Seventy two employees from all departments of the Evansville and Indianapolis Railroad, Terre Haute to Evansville inclusive, subscribed for liberty loan bonds totaling 5 706. The entire railroad personnel from the receiver to the minor employee demonstrated faith in the administration and duty to the country in proportion to their financial ability.

London reports a heavy German assault on British positions five miles southeast of Arras forced a retreat from several advanced posts. Field Marshal Haig said British counterattacks regained some ground and maintained pressure after the June 18 engagement.
