Controversy over Goodnow case reaches Peirce report

Third Assistant Secretary H H Od Peirce has completed a probe into Consul General John Goodnow at Shanghai and found favor toward the accused. Critics say Peirce lacks accounting and legal qualifications and has given only verbal replies, while supporters in Minnesota politics and Senator Knute Nelson press for Goodnow’s retention. New charges concern missing funds, unaccounted fees, and improper handling of court costs, with affidavits and letters submitted to the Post Office Department and Treasury.

Tunnel Case Not Decided Open Cut May Be Needed

The Pennsylvania Railroad may require an act of Congress to use open cut for the First Street tunnel. Only about 200 feet would be opened at a time to operate steam shovels and lay tunnel walls, with 1,800 feet planned for much of the eighteen month project. The city commission awaits Supt Woods and the House building commission before deciding. If needed, Congress could delay two months. Work will continue by boring if the open cut is not approved, and winter will not halt underground progress.
