General McAndrew urges smaller army and stronger Pacific defenses
Maj. Gen. James W. McAndrew told the House Military Affairs Committee that a 509,000 man army is too large and urged universal military training for six months annually. He called for strong defenses of the Panama Canal, Hawaii, and Pacific outposts to secure Asia and the Philippines, arguing peace in the Pacific depends on maintaining control of key islands. He favored dividing forces into separate Panama Canal, Hawaii, and Mexican border divisions with smaller detachments elsewhere. He downplayed the Philippine role and questioned a League of Nations as a path to ending wars, citing Meuse Argonne losses and German use of divisions.
