City Counsel rules out sewer taxes for unplatted land

Corporation Counsel Duvall held that parcels not in any subdivision approved by the DC Commissioners nor in the permanent highway system cannot be assessed for water mains or service sewers when no sewer connection exists. The ruling, aligning with the planned practice of the engineer and assessor offices, targets parcels laid out by metes and bounds and not incorporated into the city’s subdivision or highway network.
