Police report cites judges blocking enforcement at railroad crossings
Lieut Mathews warns that court bonds favor conductors over penalties hindering efforts to stop trains from blocking streets. He notes judges accepting personal bonds lessen deterrence, risking continued obstruction despite railroad cooperation and police orders.
