Protection of fur seals and Pacific sealing
Cessation of hostilities between Russia and Japan could enable the United States to push for an international accord to protect the fur seal trade in the Pacific. England, the United States, Russia, and Japan engage in the industry, with pelagic sealing threatening herd extinction. An international agreement to ban sealing at sea would shift harvest to breeding islands under strict limits.

Navy Promotion Policy Shifts Pay to Reward Merit
The Navy Department will stop increasing salaries from the lump fund for promotions. Promotions will be achieved by readjusting existing pay, with reductions for less efficient workers. Draughtsmen face the impact as higher skilled roles may be replaced by standardized ship design. Four draughtsmen gain pay while four others lose. Workers fear favoritism and lack of appeal under the new rule.
