Helpers At Navy Yard Seek Machinist Rank Change

A 1895 Navy rule granting helpers at the Washington Navy Yard gun factory apprenticeship rights to rise to machinist rank has created a surplus of machinists and few openings. A delegation led by Col M B Urell Maj F S Hodgson and Commander J J Smith urged Commandant Pendleton to advance eligible helpers to machinist pay and status without regard to the old list. Pendleton said he could not alter the matter and noted that only in war times did helpers become machinists when demand spiked. The group then asked the Secretary of the Navy to act, leaving the fate of the rule unclear.
