Federal official misconduct question discussed in New York
United States Commissioner Ridgway discharged Frederick Peckham and Moses Haas who were charged with conspiring to obtain advance cotton reports. He ruled misconduct is a common law offense in the District of Columbia, not a federal statute offense, and warned that any such charge lacks statutory basis nationwide. The decision could delay trial on indictments but not end pursuit, with lawyers noting district vs federal law differences.
