Vanderlip Proposes Federal Bank Plan To Rival Reserve

Frank A. Vanderlip of National City Bank urged a government controlled central bank to dominate currency issues. The plan, to be reviewed by the Senate banking committee, envisions a seven member board and a $100 million capital to issue money and rediscount paper. Vanderlip Proposals for Great Reserve Bank

A Federal reserve bank proposal outlines capital of 190 million dollars with public or government subscriptions. An organization committee of five named by the President and seven directors would govern, with seven for each branch and an executive committee. The bank would set a uniform discount rate by capital and surplus, suspend reserve requirements in stress, and take over duties of the current U S treasurer and the bureau of redemption. Beck would buy half of 2 percent bonds, redeemable by the bank, and the bank would receive exchange for these bonds as one year exchequer notes at 3 percent interest. Circulating notes would be prioritized on assets ahead of depositors.
