Forts for the Canal to Protect the Terminals
Secretary Taft will consider fortifying the Panama Canal terminals on his Isthmus visit. A Taft fortifications board, led by Maj Gen Story and including Brig Gen McKenzie and Maj Goethals, will likely accompany him. The first treaty barred fortifications but the amended treaty authorizes necessary military action to police the canal. Captain Bowyer was ordered to prepare the cruiser Columbia for the voyage, with sailing planned from New York next Monday.

Foraker's Stand on Rate Bill Sparks Senate Battle
The dispute centers on who should regulate railroad rates. Senator Foraker opposes an Interstate Commerce Commission with fixed rates and favors a court with limited appeals. The President leans toward a tribunal with no appeal, while Foraker insists on an appeal option. The clash over appeal rights likely drives the impending congressional fight.
