Special to The Washington From New York Oct 3 A Berlin cable reports England will permit Turkey to move troops to Tripoli via Egypt. Constantinople dispatch says Britain may intervene if Italy lands troops in Albania or attacks forts except Tripello Cyrenaica. no confirmation yet amid Austria's protest over Duke of the Abruzzi squadron activity on the Albanian coast.
Special dispatch from London notes the Italo Turkish conflict shows little fighting aside from reports on Tripoli bombardment. The Duke of the Abruzzi reportedly sank an obsolete gunboat and two small launches used for smuggling watches, while a welded Tripoli cable contributes to a perception of strategic inactivity as the campaign’s notable achievement.

Comdr William H Allderdice USN retired 51 died by suicide at his Ocean Avenue home in the Pequot colony. Melancholia cited as factor. A servant heard a pistol shot. Former Capt. Peter Hains Jr. returned to Washington with his father Brig. Gen. Peter C. Hains after Gov Dix granted a pardon at Sing Sing. The ex-officer served two years four months of an eight to sixteen year sentence for manslaughter in the 1908 Bay Side Yacht Club killing of William E. Annis. The reunion with his three children followed a family, newspaper reported, with prayers and hopeful plans for the future as Gen. Hains praised the pardon and thanked Gov. Dix and Sing Sing officials.
