School funds praised as district system defended
The long hidden Board of Trade schools committee report was presented to the Board of Education amid charges of waste and high spending. It defends the district system, cites census figures, and notes books kept too long and supplies passing through the property clerk. It argues education spending is not excessive compared with other cities and details investigations of school operations.
