Mud in Potomac Case Stalled by Canal Company Dumping Rights

War Department engineer Fred C. Warman reported repeated complaints that the Chesapeake and Ohio Canal Company dumped dredged mud into Rock Creek and the Potomac. Investigations found no violation since the canal has right of way and mud is moved within the system. The report, approved by commissioners, notes the company pledged to dump mud at designated grounds but failed to do so.

Corporation Counsel Duval submitted to the Commissioners an opinion on the district pharmacy law defining immediate supervision. The opinion says the term applies only to dispensing prescriptions and sales of poisons for medical use, not to other sales. Johnson asked whether constant pharmacist presence is required.
