Rock Island Official Blames State Commissions for Railways’ Troubles
Stanley H. Johnson, Rock Island assistant freight traffic manager, told the Interstate Commerce Commission that state railroad commissions cause most friction between shippers and railroads. He said regulation limits railroads’ power to raise revenues, and noted divisions of responsibility between state and federal bodies complicate policy. He explained rate classifications and that increases affect only about 12.23 percent of tonnage, mainly on manufactured goods aside from grain and coal.
