ICC Rules Delivery Of Hay Shipments In Interstate Traffic
The Interstate Commerce Commission ruled that when a carload of hay bound for East Saint Louis is delivered at a shipper designated warehouse or on a team track before arrival, railroads may require acceptance of delivery. If the consignee intercepts and sells the car on arrival but before delivery, they accept delivery. The decision hints Congress could authorize a post arrival clarification window for West of Louis deliveries under Illinois intrastate movements.
