Postal Savings Banks Debated as Remedy for Money Stringency

Former Senator Marion Butler discusses postal savings banks and Carters bill to establish them. He notes 1899 Senate report No 1604 and a diplomatic inquiry into foreign systems. He argues such banks could mobilize hoarded funds, relieve financial stringency, and promote thrift among the public, citing France as a model and envisioning rural delivery and related services. He backs President Roosevelt’s farm plans and urges Commission study for reforms to keep yeomen on the farms.
