Stewart testifies in graft inquiry over district favors
Charles E Stewart, a Westminster Maryland railroad contractor, told district engineers he excavated for the House Office Building and for Union Station plaza without pay while Brennan’s company pushed for payment. Fernald warned him favors from the district were unlikely while allied with Brennan, and witnesses debated graft implications as the investigation continued toward a grand jury.
