Hemenway urges retrenchment not tariff rise to fix deficit
Representative Hemenway argues the deficit stems from wasteful government spending not tariffs. He cites rapid naval construction, armor purchases, coast defense rush orders, and costly public buildings as colossal abuses. He calls for reduced expenditures, ending antici pated revenues, and tariffic reform to curb waste. He notes criminal penalties for deficits without authority and urges reform of departmental spending while linking rate legislation to railroads.
